I'll be gentle on you because you obviously know nothing of tendering processes of the scope of the WASCO privatization.

If the Request For Proposal (RFP) document is not constructed in sufficient unambiguous detail, bidders can submit bids that are legitimate, above board and compliant, but propose a solution that is clearly not satisfactory to the government intentions. If the price is lower, and the government tries to award the contract to another bidder with a more suitable solution, lawsuits may result. As an exercise, try writing your own RFP for purchase of a pencil in order to see how difficult it is.

I don't know if this is the problem with the WASCO bidding process, but it's a good probability that it is, especially if the government did not contract for external expertise in the writing of the RFP.
