If we were truly independent, the PM would have the authority; but since we are in this British Commonwealth thing (not fully independent), I guess the GG, the queen representative, would have the final say.
True, but our 'queen' has to be appropriately advised by professional experts - the same way the Commonwealth's Queen is duly counselled on all occasions.
