Party infrastructure is particularly weak in both camps. But it has a lot to do with the anti-intellectual stance of the vast majority of the population who stubbornly refuse to self-educate for personal development.
Better informal education is a partial remedy. But this has to be done at the constituency level, and has to be organized and sustained. It is a little late in coming to the seemingly more educationally-advanced SLP, but it is worth the effort.
I don't believe that more or less glorified shopkeepers of the UWP have any use or tolerance for informal education. Propaganda perhaps.
