Minister Joseph should know what the road projects are estimated at, since he gave them a contract.
Then we shall know if there are any cost over-runs.
Given that he was driving one of the contractors vehicles he cannot be a disintrested party.
Was he an employee of the company?
Was he a shareholder of the company?
Was he receiving a gift (use of company vehicle)from the company?
How then can we expect him to truthfully tell us the cost of the project?
Hope he includes that benefit on his tax return as the rest of us who have use of company vehicles.
