It seems that the issue of "Carnival in Trouble" culminates around a few simple problems. One of which is the funding. The million dollar amount allocated from the government is simply NOT forthcoming. It's the nature of the King Administration. So, when all fails, turn to the other government, minister Chou (Ti Ambassador). He is quite generous in distributing red envelopes ......as usual.
