This has been a known fact throughout its existence and its clear as crystal with this "Stimulus Package". Therefore any government who only represents part of the country should be placed before the international tribunal for ills to society.
All Governments need to know that they should be a fair representative for all the people or face the consequences.

Check also how those funds were distributed. STEP crews were sent mostly to SLP strongholds. The vast majority of community development officers were SLP hacks and were used for campaigning. So what else is new? Give me a flipping break!
