The authour (and the administration he praises) is long on rhetoric (promises) but non-existent on application (details).
Cue up the automatic response to criticism: "...but we have to set up the infrastructure (jobs for the boys; kickbacks from capital projects) first before the benefits trickle-down to the children!"
