This VAT implementation is one of the worst examples public policy implementation anywhere in the English-speaking Caribbean.
I believe that the IMF recommendation has been largely misunderstood by the political directorate from the very tippy top to the ordinary man in the street.
I believe that this mass confusion stems in part from a definite lack of skills and the necessary skill sets required of those in politics today. And that is coming from the largely uneducated, ill-trained and half-educated politicians strutting their ignorance within the corridors of the parliament.
The semi-educated country-bookies are in charge!
