You forgot to add that it'll also be good for the environment, because it wouldn't be sucking up all the organisms that is needed on the seabed to keep the ecological balance. Hope the Administration can go with your recommendation.
We did have such an operation years ago. Your revenue creating innovation being the only difference; in those days the crane used to pick-up the silt and place it into a barge with an open bottom which would eventually deposit it further out into the sea. The idea of salvaging the soil is a good idea, but consideration must be given to the additional costs of transportation and storage of the soil before it is sold. Not to mention the stench which such bio-waste can create!
