Is this a position that comes about as a result of a rotation by country, each year, or over some stated period of time? Or is this based on the fact that the individual is particularly competent, and is distinguished based on his competencies etc. relating to his work, and stands ahead of his colleagus pack in the hemisphere? THAT IS WHAT IS IMPORTANT TO THE SAINT LUCIAN READER. THIS IS WHAT WILL TELL US SOMETHING, SO PLEASE CLARIFY.Some of these positions are merely a rotation of countries to take up the slot, as a matter of course.In other words, no big deal.

Indeed, anonymous...those newspaper articles are not objective in reporting issues such as this one. Infact, it is misleading and does not say much, if anything.

What were the criterias based on, for selecting Matthew for this position, and, what does this position entails?

Like you said, "no big deal"...maybe a deviation from properly explaining to the public why A&M, with absolutely no track records of builing roads, FARLESS an airport, was given the contract to build the so called New Hewanorra Int'l. airport. Come again, will you, please!!
