Can someone explain why it takes so long to pass legislation for this law? It seems like something that should be fairly obvious to do.

I wonder why after twenty years for call and plan to use this equipment it has not been made available across countries of the Caribbean. Tha simple reason is because everybody that is politicians, police, doctors, magastrates, judges, religious leaders etc drives under the influence of alcohol in St. Lucia and would be found out hence the reason this piece of equipment has not been made available for use.
In terms of road safety there also need to be a set design standard for construction of road ways to include sufficient curb for pedestrians - I dare point the inadequate curb on the newly constructed dual carriageway on the Gros Islet highway whilst there is an open uncovered two feet drain along the road way, it also do not cater for disable and older persons in that they cannot use the walk overs which has no lift or ram access. Neither is there sufficient consideration for other road users such as cyclist.

It means that the 50% reduction in crime was wishful thinking and was not based any plan of action or strategy -- just a vote catcher.
