Montoute on Civil Service impasse

I hope that the government learns a lesson for this impasse. If you knew long before hand that the implementation of the agreement you made with the workers representatives were in jeopardy, you had to proactive and let them know at that time.
However, you would also convey the government's position is that the money is owed and has to be paid, and that every effort is being made to comply with the agreement.
In addition, you keep the issue front and center with the parties involved. Government engages in continuous consultation, to establish trust, and solicit understanding.
Both the uniouns and their membership know about the precarious nature of our economy, but the unions are accountable to their membership.
Why back when the decision was made to offer such a big increase, Mr. Montoute appeared on TTP with Mr. Poleon, to say how relieve he was that the government was able to avert industrial action.
I am to believe that the government and Mr. Montoute knew way back then they weren't able to pay that amount-and that this was a tactic to stoll industrial action?
Mr. Montoute I believe is only interested in saving his own job. He will say anything and do anything to bluff his way out of a tight situtaion.
