Did Sammy say he would or would not attend the event?

First there is
"however at no time did I give any commitment to WIPA or any of its officers that I would be attending the function "

And then
"I was unable to contact him to explain that I would not be able to attend as I had previously indicated to him. "

As captain your presence was required. Duty before all else. You are the representative of the Wst Indies cricket team. You should have re-arranged any previous engagements. Even the Prime Minister of England when he is called upon at short notice to attend duties associated with his position would oblive. Young man learn quick and don't make the same mistake again.

Poor Sammy, I think he was let down in transalation by the person who drafted his reply. It happens even to the best. Remember when Rick compared Stephen King to Martin Luther King when he wrote a speech for King.
Only in St.Lucia.

Anon #3.
You must really be a total asshole.
Here we have such an important issue dealing with Darren, and you had to find a way to bring politics into it.
You people sicken me.
Anon #1...I do not think that the second sentence is different to the first. This English language is such a crazy mixed-up language. The way I read this is this way: I was unable to contact him to explain "as I previously indicated" that I was unable to attend. See what a difference this makes, when we switch the same words around.
