Not the Best of Decisions

I have seen meets held by the association where athletes were dismal, and this club always makes its presence felt in large numbers, they are usually at every meet. so if they are boycotting I support them.
Just recently, there was an article about the dismal attendance at a track meet, now the AAA is limiting the number of athletes. What is going on? I understand that these meets can get really long when the entries are unlimited, but surely there is another way to give the athletes the opportunity to participate while keeping the meet competitive.
