Yes, there is exploitation and abuse in the system. But the reality is that poorer people in rural communities who live off the land tend to have many kids to help them out on the farms and as means of support in their old age. More affluent people, on the other hand, who live in urban areas tend to have fewer kids and are likely to depend on their pension and social security checks to get by in their age.
China and India are wealthy nations with millions of under-aged kids working; especially on farms.
