Jose has not shown, like the other clueless people who have warmed the seats of the House, that he understands the first thing about the funding and the budgetary process and expenditure as this relates to the Civil List. Can you believe that?

@ 4:10 PM, the technical requirements would necessitate the creation of a rigorous projection of expenditures based on the entries and exits at various staffing levels, matched by the salary expenditures at each level for the duration of the collective bargaining contract or agreement.

The problem with people like Josie who shoot from the hip, but failed miserably to put certain mechanisms in place, when they had ample opportunity to do so, is to repeatedly try to hoodwink the uninitiated.

Why isn't there a reliable manpower study conducted to inform government regarding its labour costs each and every time, but just ahead of the next round of negotiations?

Garbage in; garbage out.

Neither the SLP under Josie, nor the UWP, under his and Compton's influence had the know-how and prescience to systemically govern this country guided by data rather than their usual raw emotion.

Where was the darn leadership?

If your decision-making is not data driven, then you are relying on the hope the majority of people will forever not wise up enough to recognize you do not know the first thing about what you are doing.

Amusingly, that has worked up to now.

Even as we speak, the novices in government administration just go through the motions of dealing with the low hanging fruit, with the expectation that they will still be able to form the next government and secure their salary increases and pensions.

The morons we have as leaders are happy to wallow in their ignorance and don't give a hoot. After all, no greater demands are made. As the members of the CSA have shown, why work any harder?

Very well articulated Josie. The one thing I would like is the publishing of foreign dignatories - please. There are 'tourism' officials from Mia, NY, germany and Atlanta not doing shit - especially the ones in Mia and ATL (Jobs for the boys)...Kenny is a crook and an arrogant one at that - fullstop.

I fully agree...I visited Georgia recently and I can tell you the officials up there are "living it up" and doing nothing.

These economic waste lands and spree outposts (Georgia and Miami, etc.) are part of our egregious and misguided "improvements" in creating airlift to shore up the tourism arrival figures.

And it figures!

Our cabinet ministerial and other marketing gurus fail to live up to the basic tenet of any marketing exercise: creating (value-added), but also extracting value (capturing several revenue streams and net profit).

One thing though: no one has seen it fit to discuss what is the optimum number of tourists from which marketing segment(s)-- taking the whole global spectrum or marketplace -- that really is (are) best-suited to our existing and future tourism plant.

Taking a strategic perspective here for a moment: no one in the local tourism industry seems to be prescient enough to prod and probe the business potential from non-traditional marketplaces like the emerging market of Brazil (in our very back-yard sort of). Of China, etc.

In other words, like army generals without an aim, our tourism wiz kids, keep on shooting in the dark with a blunderbuss (as our weapon of choice, it would appear) instead of a laser-guided (pin-point, accurate, relevant, data-driven and strategic) assets.

Saint Lucia's blunderbuss tourism marketing strategies that is what we are left with, if you can stretch those to attach strategy consistently -- if at all -- to the efforts thus far. What a metaphor for failure and a waste of resources!

I guess they don't call it "blunder" and "buss" without reason. After all, it carries "blunder" as an essential part of its make up. And then, a bus-load of that -- if you will.

Inefficiency appears to be an inherent, acceptable and accepted characteristic of all things governmental and political in this country.

The inexorable and consequential hardships are already underway.

The future, sadly, will not only see attempts to paper and gloss over these accepted inefficiencies with a VAT.

Don't understand why bloggers spend so much valuable time writing, criticizing or state needlessly what a writer should or should not have been written. Why not just provide the missing info to support of refute the argument? Some of the information can be obtained from the Department of Statistics!

Judgemental calls are usually made by the caller when it benifits his/her interest. Beware of insiders in any government. They are prevy to infomation that can be used to dethrone any government, hence the need for a reshuffle in government positions and or appointments after ever general election. I believe Peter is confident that he has such info from the insiders to enable his cause. His arguments are always skewed. Good luck Josie.

Always good to point out what is missing in a critique or a good discussion...But not so good if the person cannot point out or correct the missing item. Worse still when the person talks from a book and asking information of the person on the receiving end. Pure infant behavior. The person who calls another buffoon and jackass should first look at himself (?) in the mirror (if he or shim has one)at home.

Every time a Saint Lucian's ignorance of a critical issue is exposed, he or she does the knee-jerk accusation that this person is talking from a book. Therefore, because the Saint Lucian cannot understand nor fathom, nor appreciate what is being said, straightaway, the issue should be dismissed.

Then they feel insulted when people call them idiots. But such behaviours underscore why complete idiots get elected as leaders, but are totally clueless about what are the mission critical steps to be taken, to turn this country around.

Then we wallow in mediocrity and as the guy explained, with elected buffoons tryjng to kid us that they know what the hell they are reciting from speeches written for them.

Yep. Saint Lucia is real idiot country.

In response to earlier bloggers, there is tremendous value in critical discussions. It's like virtual brainstorming - if you learn from the discourse, you're more inclined to improve. You must first be open to new ideas, however.

Don't underestimate the power of social media - especially when a restless spirit prevails over a country. The Arab Spring, Egypt's uprising two years ago, had its genesis in Twitter and Facebook. (Side Note: There is a parody Twitter account of our PM that's mocked daily by its several young followers. Shame.)

That being said, I believe Josie's treatment of Cyprus' troubles is evidence enough that his article is buoyed by fluff. His assessment is tragically glib - scant, even. Why didn't he quote precise figures in order to leverage his own case?

In the demand for publication of figures, let's not forget that they too are subject to manipulation. Which reminds me, isn't there supposed to be a Public Accounts Committee chaired by the Leader of Opposition? Then again, what to expect from proven incompetents?

We need better representation all around. Stop electing derelicts to public office. The greatest irony is this:

"The ability to pay" in wage negotiations is not a function of where money has been spent where, but the revenue inflows (potential and past) from sources of income, and any (especially in the private sector) of huge stashes of capital sitting idle in accounts as cash on hand and in the bank.

Where the f%^%$&king hell is this found in government's accounting system today, jackass? Where from are these frigging figures going to come?

Perhaps the writer is one of those who hates to have people sounding as if they have read a book or two. This is because it would appear that the writer of the column is unaware that the government of Saint Lucia's accounting system is still based on cash accounting, and not on the more accurate accrual accounting system. Barbados, next door for example, controls it government financing under the latter system.

When will we get a little modernized? I really don't know.
