What Micah fails to comprehend is that in order to benefit from certain types of assistance from the IMF/World Bank relationship, these two institutions sometimes require the presentation of plans in support the government programmes to be funded, or requiring special soft loan concessionary funding. Oftentimes, this happens after having complied with the basic requirements with a show document.

The funds having been disbursed, the governments go on their merry ways and pigeonhole those generally 5-year plans, and then do precious little afterwards.
