Dear Mr. Bishop, you've got it wrong.
Sorry to tell you, you don't negotiate with criminals; if there is a culture of criminality in the community, stamp it out the most forceful way possible, since we as a poor country with limited financial resources, and the criminals know it, we should have zero toleration for any acts of criminality.
We as a nation have for too long been playing 'Russian roulette' with criminals. Sorry to say, it should not any more be 'if you do the crime, you do the time' but actually, 'An eye for an eye, a tooth for a tooth'- if you kill, you hang - period.
No more Mr. nice guy, game over.
