Better effort Frank! A bit more coherent than your previous pieces. It would have been good to know whether Saint Lucia has an ICT policy. Effective use of ICT will not come by accident or by default but only through a clear policy and a coherent set of strategies that set out how ICT will be used to push the island's sustainable development. ICT is more than just hardware. May I suggest that we need also to build a cadre of software designers. I see no evidence we are using the power of ICT of problem solving or to fight crime. I don't know that we have a policeman who is trained in cybersecurity. In reality, Frank, we haven't even begun to scratch the surface of ICT use.
