You are bang on. I am an educator and firmly believe that at present, the minds of policy makers are still so molded by colonialism that they have failed to understand that the real issues do not reside merely in pedagogic considerations but in the structural discrimination which is at the base of our elite education system.

The Bible says it, 'You can't put new wine into old wine-skins'. We brought in USE into an old elitist structure which is engineered to reproduce social inequality. Go figure!

It would take progressive thinkers to move to that next step. Do you think those who are presently heading the Ministry of Education are capable of taking that step?

Improving the quality of education demands a change in the structure of the education system.
