Ms Herman-Wilkie could SUE the state and the investigating police officer for neglect of a crime. It is sad, that some citizens have NO IDEA of their rights, and no-one will make them any wiser. Sad. I know it is easier said than done (to advise her to sue) - but if she is directed to go through the proper channels, and sound advice, proper justice could be achieved. The investigating officer should be severly reprimanded for his lack of action - he is not living up to his responsibilities, and code of conduct.
