I am very sure that not many St. Lucians can answer this question.
No one knows the shortcomings of the constitution if they do not know what's contained therein. I am willing to bet that only 5% or perhaps less have read our constitution.

It is by reading it we will know what's missing or what sections or ordinances should be given more teeth, or what sections no longer applies to our present circumstances.

Our constitution should properly address the issues of cyber- stalking, cyber-libel, e-commerce nefarious practices etc. to mention a few things we are confronted with as a consequence of the internet technology.

We may have to sharpen the laws as it relates to crown lands (just recently the issue of access to the beaches by private citizens came up).

How about a more inclusive political system that does not limit the participation of citizens to casting a ballot every five years.
I believe that local government issues should be given more import.
This is the only way that locals can participate in the socio-economic development of their communitioes.

We have always lamented the derth of leadership in our country what better training ground do we need for developing such leadership.

Local government elections would also provide a barometer for the popularity of the government, or for the people to express their satisfaction or dissatisfaction of the preformance of the government.

Successive governments have tended to shy away from that issue I wonder why.
