Succession planning is one of the responsibilities of management. It doesn't matter whether a Labour Commissioner retired or got hit by a truck, it is management's responsibility to have contingency plans in place to ensure that the mandate of the organization can be fulfilled at all times.
Your editorial should have gone beyond the superficial symptom of a lack of Labour Commissioner and exposed the problem of management in the public service, and, ultimately, to the elected representative whose job it is to see that government functions properly.
