lol. Oil exploration vis-a-viz an oil refinery...mmmmm, I wonder which is more environmentally damaging. I'm sure you weren't shouting for the national trust and environmental concerns when the current government proposed their "5 billion dollar" mega project. Either way, this does suggest a bit of inexperience on the part of Saint Lucia in dealing with matters of oil and gas. However, given that we do not have existing data, it is difficult to project the likelihood that hydrocarbons were to have been found in our territories. Barbados recently auctioned a number of blocks but they can do so because the existence of oil was already known, it being an oil producer already. Any state would have to do preliminary research to explore its mineral potential. On that basis I can understand the need for confidentiality, although we still do not know the full nature of the agreement.
This is the same Kenny Anthony who it is taking a Commission of Enquiry and 9 years AFTER THE FACT to begin to explain the $40 million that was unexplained in the Rochamel loan. This is also the same Huntly who sold a Government Building in New York and has yet to explain in a court of law.
When Barbados realized they needed to explore for oil there was transparent and accountable bidding for the right to test blocks of undersea land for oil, which brough in millions of dollars. Now we have Kenny Anthony dealing SECRETLY with St. Lucian's patrimony. When will this scamp ever be required to be transparent and accountable ?
Secret dealings giving someone the right to explore for oil ? And this is the joker that the Labour Party is asking us to vote for to AGAIN run this country. Imagine what Kenny and Tony will do this time around if we give them a chance.
So what if Grynberg paid his fees on time. We may have recived 1000% MORE in fees if we had held an open and transparent auction of the right to explore as had Barbados. The way this transaction was secretly done also leaves open the way for speculation that money passed under the table for the rights to explore. I am not saying it was not done but the Kenny Anthony Administration always touted their transparancy and accountability then they have a secret, behind closed doors agreement to explore for oil in St. Lucia ? Oil and the search for oil has been one of the mose destructive in terms of human life, the most corrupting process in the history of mankind because of the quantity of money involved and we had a Government already under suspicion for the Rochamel fiasco, the NCA scandal and corruption, the hundreds of millions of cost ovrruns, the empty sinking funds , the jobs for the boys backroom dealing from 1997 to 2006 and now we have OILGATE with secret deals. As Huntly said above " Prime Minister Anthony subsequently directed that I keep the matter absolutely confidential until such time as the exploration for oil actually begun ......".
The question I want to ask is. Is it not the LAW that any transaction involving the collection or disbursement of revenue has to go through the House of Assembly ? If this is the case then was not this secret deal a law breaker >
Where is the audit department ? Was is not the Government holding an inquiry on this ?

This is why the Caribbean will get no where and continues to slide downhill as we accept any type of nefarious behaviour by our citizens and public officials. No one commented on Fredericks or the UWP. The comments were specific to the OILGATE as recorded by Earl Huntly himself. He specifically said and recorded that the then Prime Minister of St. Lucia penned a deal with an American oilman in secret to search for oil in St. Lucian waters.
Even in corrupt oil rich African countries you usually were informed of who was exploring for oil and under what terms.
Then there is the stupid excuse that "all the governments involved agreed to keep the matter confidential .." This just goes to show why Caribbean countries continue to slide downhill because they are all of the same immoral mindset and have no standards as to how to manage a country with consideration for their responsibilities.
I look forward with bated breath for more of the lies and spin doctoring with the balance of this fairy tale according to Huntly.

The Parliament of St. Lucia and the people should hve been informed about this exciting possibility of oil being discovered in St. Lucia. The then Prime Minister simply ha to inform the citizens of St. Lucia that these were POSSIBILTES and not CERTAINTIES and give credible options and not mislead. The main point is that by conducting the business of the people (and particualrly oil business) and doing this in secret is typical third world banana republic methodology that is a perfect example of why we continue to let down our people at the level of leadership.

Oh, and did you know that when countries sell oil/gas exploration rights, they usually sell them in an auction, and not some secret deal?
