This alleged misappropriation, embezzlement, or unaudited disbursement (what ever terminology deemed desirable) of funds is wholly indicative of the modus apprehender of statutory boards / public entities and what emanate as government of our cultural disperse, in island states such as ours. Sadly, this summons to incubators for rogue statehood.

Briefly, from a financial view point:

1. Full financial reporting, unaudited or other wise is a monthly requirement, prepared in five days of the preceding month, no exceptions.
2. Also, there should have been quarterly reports for management review, planning and analysis, budget review analysis and evaluation.
3. On staff, via the board or via outsourcing audit services are basic operating procedures.
4. Costing procedures and control prerequisites are feature of financial accounting, primarily for checks and balances, to avert such mishaps. What system was used?
5. Annual audited financials is a must for business enterprise regardless, no exceptions.
6. Who was the accounting, financial and executives of the board reporting too?
7. Twin signatures are elementary, except if one owns the business; is the chairman & CEO and reports to self.

Further, it is incomprehensible to fathom this alleged act is the sole brilliance of the Financial Controller. Agreeable, there seems to have been total breakdown in order to facilitate such maneuvering, therefore the inaction and non performance of the senior executives of the board is suspect and questionable. Equally, the entire board should be held accountable as accessories, for failure to comply and secure state resources, neglect and failure of accountability for entrusted state finances. Also the state should seek clawback for disbursements, valuables accumulated or dispense to senior executives of the board during this timeframe of non-performance and squander. Equitable, there should be as a mater of policy, “non compete” clause for senior executive for at least two years too curtail and avert employment with neighboring competing islands, and the Caribbean basin..

Further, the non availability of financial and credible reports to cabinet and parliament should have served as indicators of inadequacies and procedural malfunctions. I am stun to a point of mental dysfunction at digesting the sequence of events, lapses, not to mention the magnitude of this occurrence. Yet this board was allowed to function, receive perks and what have you- incredible stuff, Island life is great!!!!!!!!!

As for the investigation, that’s a laughing matter for Saturday Night Live, “when one is suspect and place under surveillance, there are basic fundamentals and legal tactics that are employed to enclose and detain even for questioning”. These five warrants are issuant suffice of void by design. Let’s face it, government or management of any scope is a reflection of its people, and the stewardship of our leaders is measured by the progress of its people.

A revolution in compliance with the new world order is eminent. !!!!!

^ I don't understand why you can't just use normal language, you're criticizing the way the police are doing the job, you don't think maybe they did try to contact him for questioning?

Or were you expecting a big media frenzy that the police are looking for Donovan Lorde for questioning like they did with Allen Stanford? Almost declaring Stanford guilty before the police made any charges?

This investigation has been ongoing for sometime and Lorde is a no show so now there are warrants for his arrest.

Typical lucian eh Zeigy... Always seem to see something totally different from the contribution. You could not have said it better Mr/Ms. Anonymous. Quite frankly if it were me I would take more. Zeigy, if you don't understand do some research on the Sarbanes Oxley act of 2001 with reference to Enron and Arthur Andesen. Just a note Arthur Andersen the auditing company no longer has a business presence in the US. However in Lucia miraculously only one individual will be held responsible. Simply unbelievable. Where is the second individual who is supposed to be signing checks? Where are the auditors who were supposed to be doing their jobs and auditing the organization? If according to Mr. Minister this has been going on for at least three years some serious questions need to be answered don't you think. This ignorance must be discontinued in St Lucia. It really is sad

Greetings.

In the annual review, the auditors do not verify the authenticity of every transaction. Furthermore, in the stated period, June to September, there may have been no annual audit.

Nothing can absolutely stop embezzlement. The most common control is separation of duties so that at least 2 persons must collude to circumvent the controls. If there was no such separation of duties in the procedures of the Tourist Board, then the CEO should be sent packing after being suitably pilloried.

If there was adequate separation of duties, then there is another insider who was involved, and the identity of that person would be easy to ascertain. However, since nobody else felt it necessary to flee, I suspect the control procedures were inadequate.

when will it end......will it ever end...... the majority of the populates are just not educated enough to understand how much pissing in their eye is going on to demand accountability......and those who are educated enough to demand accountability are either party hacks or just dont give a damn.... and herein lays the deli ma... remember phrases like "irrelevant detail"...... or "wait till budget for a full report".....or worse yet "i am telling you i need to go to new york to collect relevant documents" and it goes on and on....when was the last time a government minister or official or high ranking officer was arrested and charged for negligence, or embezzlement of funds etc...? so many persons have been alleged to have dipped into the kitty...what has been the result..... if we review the history of jamaican economics we will realise that we are heading along the same path... presently the bruce golding adminstration is holding talks with the IMF... the standard of living is incredibly high.... the u.s. dollar goes at 89 j.a and 32 for the E.C..... we need to take a stand..... there has to be a zero tolerance policy for persons who are found guilty of such crimes.... there must also be pro active measures to reduce and even eliminate such criminals acts which would eventually see the kitty running dry.... good job anonymous!!! we need to be the voice of the people!!!

I was only criticizing the last paragraph of the diatribe not the entire contribution of Anonymous #2.

We criticizing everything in St. Lucia enough already. It's time for those of us with a strong set of core values to step forward and steer the country.

This embezzlement of funds at the Tourism ministry would have never been found out if it wasn't for the competence of Allen Chastanet and his strong sense of values in running the ministry. When I listen to the man speak I really feel his authenticity.

Perhaps we should learn more about him and demand the same calibre of politician to run the country? I feel that there is a significant amount of wastage that goes on in the other ministries that we don't hear about.

Finally a rare forum in which intelligence takes precidence. I must say you guys make some good contributions on this case especially from a legal stand point in accounting. To anonymous it is the duty of the auditor to verify every and any transactions. If this was not necessary then there would be no need to keep records of bills and reciepts. I took the time off to do some research on the case mentioned above Arthur Andesen was closed down in the US because of this same attitude. When you do an audit you are verifying that all the information is correct, certainly that large sum of money could not pass for petty cash. Anyway I believe that this situation goes far deeper than the information being presented.

Interesting. This guy rented my apartment in Trinidad between July and August and suddenly had to run away to NY "because he mom was suffering with cancer". Only for me to find out that he was still in Trinidad. I knew something was wrong with this guy!
