We do not understand the developmental levels that children go through. We see them as little adults and treat them as such. When young girls (children) get pregnant, we blame them and say it's because of the way they dress etc. We do not place the responsibility where it lies, on the adults.
The high levels of poverty (particularly in some of the rural areas)also contributes to the issue of child neglect. Our society has become very individualized, everyone is just checking for himself/herself, to heck with everybody else. That needs to change if we have a shot at addressing many of the issues we have, such as child neglect.

Nothing will change in this country until the stupid ignorant adults understand that it is their boundaries that are followed by children from an early age, and in the main adult sexual boundaries are non existent. I am amazed at hearing adults calling 2 year olds 'sexy', is that appropriate? Children are winding, they should be told to stop. This is a nation of immature adults with children, emotionally so needy are the adults sometimes children seem more adult, that being said once you have a child you are required to supervise them, you clothe them appropriately, you need to protect them from predatory adults, more than that they need to be allowed to be children till they decide what they will take responsibility for, in law they are not adults till age 16.
Stop giving children alcohol, marujuana, and leaving them to their own devices. If they do anything that parents may see as 'wrong' why beat them, talk to them. I don't see anything improving, if anything the situation is worse. I see no real efforts by goverment services either.
