Over the fence in neighbouring Barbados, perhaps the best-run former colony of Britain ever, it is said that Mr. Tom Adams, with no unearned or academic doctorate title, would sit on information that he considered critical to proper running of his country.
Thus, as being done on the social networking sites, justly or unjusstly, he could not have been really accused of being a globe-trotter and of moonlighting, while collecting per diems and frequent-flyer miles.
To achieve this level of management control of mission critical government activities, (which of course depend on continuous monitoring and then taking corrective action), he would consistently by-pass the sitting heads of government agencies and departments, and speak directly to persons actually doing the necessary work or collecting the relevant data. Thus, he would get a real feel for what was actually being, or not being done -- and before anyone else!
He got the big picture!
Indeed, he knew something about being a manager; he was proactive.
He never sat on his hands waiting for the official stats, or published information. Give him the status quo.
Give him the provisional data.
In a water-depressed area that this country of ours is, and with global warming sensitivity, it goes without saying that the relevant minister should have been sitting on the details of the status of that dam.
In management terms that would first entail monitoring, and secondly, in effective management terms, that would require the taking of all necessary corrective or anticipatory action to put or keep the situation on track, where it should be.
Anything else is an infuriating repetition of a deeply disturbing pattern of gross government incompetence, and part and parcel of the routinely indisciplined abdication of duty by government ministers that goes to the heart of this question: What on earth does this prime minister do to justify his emoluments, his perks and his salary?

It goes without saying, that the confounding irresponsible cabinet officer responsible should be fired!

How does wasco intend on handling this? the year is still young and the sun is already present and blazing by 7 in the morning. If this alert has come up so early in the year, what is their approach for April to July? It has been three years since Thomas has come and gown, roads are still being fixed,however the damn was never looked at because no one paid it no mind. Multiple time I question the de-silting process, there is money in their pockets to commence this programme...god help this rock I love so..

I agree with one of the bloggers, all management must go, before any new rates at WASCO. Or else we need to take protest action. The staff know and they talk about it; that management must go. So go they must.
They do not have the know-how/the acumen to get WASCO anywhere.
The problem with the all-powerful PM is this. He has never ever stood up to a government agency and demand greater efficiency from it in any meaningful way. He does not know how to adapt his management style to different situations.
Granted that he is honest and above board in finding solutions to national problems, we may be wrong on this, but giving him the benefit of the doubt, who does the same darn thing over and over again, and expects a different result? Yes of course, a mad man!
