Why would government dare to capitalize the amount owed regarding PAYE? That is nonesense.
I thought government; a-la-Kenny Anthony said they (Government) were having cash-flow problems. But it does not look like that is the case; since they have literally capitalized the amount of money WASCO owes to the Inland Revenue Department. I say bull-shit; to that.
Well now; since government has no cash flow problems; give the public servants their proper increase.
I don't trust lawyer types to manage today's economies. Nor would I, regarding our half-learned MBAs regurgitating stuff meant for North American businesses alone. That's even when we concede that there exists some universal business principles taught.
These one-track minded people are failures wherever they go, be it the private sector or the public sector. They are, in general, NOT THINKING PEOPLE, AND ARE NOT DEEP THINKERS.

Irrespective of the economic environment (meaning, how rich is its for growth and development) or the economic model chosen, the key to economic success remains -- financial management. This bears repetition.
Proper financial management is pivotal whether the business unit is a one-person sole proprietorship, ranging through to the more complex conglomerate type of business. (Where our usual, expected and accepted cultural norm, borbolism takes hold, means that there is no proper financial control system in place.)
Besides, whether they realize this or not, the PM or national political leader of any country today should be regarded as its CEO.
In the public sector, especially in the case of a natural monopoly (with a characteristic captive clientele) like a national water supply system is, you seek a surplus.
In the private sector, the goal equivalent is profit -- and sensitivity, with "a triple bottom line" approach, incorporating concerns for corporate social responsibility (CSR).
It is going to be very interesting to see what unfolds with WASCO over the next year. We can only hope for better. Water is Life manage it responsibly.

The fact is that the debt-burden of government has increased and not lessened because of the technical insolvency of WASCO.
The new beginning at WASCO does not start only with the departure of Joseph. It would also be good if the corps of jabals working there are sent home. They were put there to work without the necessary qualification and commitment.
Wasco should think of transfer all of his departments as TEAMPLAYERS.Each Departmenthead evaluate the perfomance of his staff every year. The 10% of best performers of the year receive a bonus, the 5% of last performers will be terminated.
This change will introduce a cmpetition in performance and not only to be there at "work".
