So how come the taxi drivers are still washing their taxis in full view of the police station then? Bet if I went to wash my car I would get slung in Jail promptly

It would be interesting to know what the legal "cover" for this emergency decree is. Will washing cars and sprinkling lawns be deemed a crime and if so under what law? How will transgressions against the decree be monitored especially in hotels? The decree says nothing about measures to promote conservation. For example, duty-free incentives could be given on the importation of water storage and conservation devices such as water tanks and the construction of water cisterns. The importation of bathroom fixtures and fittings that waste water should be banned. And incentives should be given to hotels to bring in small desalination plants that will relieve the strain on limited water supplies.

And what about the farmers... A hotelier told me a few days ago that they budget 100 gallons per guest per day!!! exclusive of filling swimming pools... but the farmers cant irrigate fields and greenhouses to grow the food to put on their tables...
How can you reasonably tell farmers with no notice that they cant use water, and put it in the same category as watering lawns, washing cars etc
Priorities... seems that catering for the tourist lobby is more important than putting food on the tables in the rural communities,

Who the hell does governement think they are? Telling us not to use water just because it is in short supply? Nonsense! As a lucian, I'll do what we always do: not bother until it affects me personally, there is no water left on the island and I really can't get water for critical life giving processes.

I live on an island. I'll drink sea water! Ha! Ha! Ha!

Legal "cover" for the Water Resource Management Agency, schedule 1 falls under the authority of Section 10 of the Water and Sewer Act No. 14 of 2005. Private monitoring and enforcement of limited public natural resources is difficult at best, ineffective mostly, especially until there is an example made of the seriousness. Incentives always work better than enforcement, but not when it is too late (there is nothing to put in your duty-free imports)! Poor planning, management, and resource education all contributed to this problem - pray for today and learn for tomorrow. Good luck to you all, I hope those that don't feel this will affect them will not have to learn the importance of water supply the hard way.

this is what happens when your entitlement tricks you into believing something will just fall from the sky for you. :)
