An idea from John Peters - civil engineer

I thank Mr. Josie and Mr. Peters for this rich discourse. I agree wholeheartedly with Mr. Josie that Mr. Peters' idea makes emminent sense. I too would sincerely hope that the Ministry of Communications accepts and acts on the proposal as it offers a perfect marriage between a longstanding problem i.e flooding (caused by poor drainage) which destroys social and eocnomic infrastructure; and a solution, i.e investment in drainage improvement which will reduce our vulnerability to extreme weather and build our economic resilience by redirecting the millions normally spent on post-disaster rehabilitation towards more productive uses. Further, there is a sound principle embedded in Mr. Peters' proposal (The Peters Principle?) which our government should embrace, and that is to target investment to those areas that will reduce Saint Lucia's vulnerability and build ts economic resilience at the same time. For example, consideration should be given to: increasing tax incentives for promoting more efficient use of water and energy in homes, hotels and factories; weather-proofing electricity transmission in the city and towns; increasing the budget of the Forestry department to undertake reafforestation programs especially in and around critical watersheds; and tying incentives to farmers to sound land management practices. The economic, social and environmental benefits from these simple measures will be priceless.
The situation is more complex than can be adequately addressed in an article or two in a newspaper and a 3x2 window on a web page for typing comments, but what I would say is that I can't believe Mr. Josie is just starting to realize these problems now. Problems like no backup in a dept. if someone is sick (or goes to cricket).
here we go again with an idiot attacking the writer instead of focussing on the issue. It is the same brain-washed,dumbass-cattle-driven mentality that the writer spoke about at the end of the article. mental slavery again. The key to proper road maintainance is proper drainage which save millions in unnecessary spending.Here we have an idiot making a simple commonsense solution seem complex.Do we really need a degree to solve every problem? Mr.Peters and Josie is on the mark.I beg the question are we really interested in using our scarce financial resources wisely? Oh i have forgotten it is governments money it does not come from our pockets right? when will we learn?
