Currently, the CDF seems to be badly managed, understaffed, and just plain - put on the back burner by the Ministry of Education, under whose portfolio they fall ... CDF needs a BIG face-lift, with proper management, WITH A SPINE.
A few years ago, CDF undertook to be a "special events management" entity, when they lack that side of ideas, management and resources, including funding for this type of business.
There are so many ways in which CDF can be pulled out of their ashes - but seems they prefer to stay in their muddy mire. CDF needs proper management, a company of qualified staff who KNOW about the arts in general, and a VIBRANT MEMBERSHIP from the arts, crafts and entertainment sector.
These qualities are out there - but they do not seem to have the "know-how" in MANAGING it, and bellying up to the Ministry of Education's bar.
