Towards A Crime reduction or Prevention Strategy - The community has a right to know

The problem is a lack of parenting skills. This generation of St. Lucians born in the mid to late '80s seem to have no respect for life and property, they want things fast and easy. They copy the American hoodlums lifestyle so no amount of policing will change that, and what is so sad is these folks are having kids and raising them just like themselves.
Putting it all down to bad parenting is rather simplistic! Could the fact that crime goes "unsolved" make committing crime more attractive? There doesn't seem to be much of a deterrent?
