I am sorry to say but after this project is complete St. Lucia will be just like Jamaica and Guyana. Working and paying more than half of their earnings on tax. Without a vision the people will perish.

Priminister and your parliament please remember and keep it in your mind that St. Lucia in John Compton days is no longer. Many Lucians are well educated and knows about economics and governance in the 21st century.

We heard a barage of complaints on cost overuns and the whole tra la la in the 2006 campain but what can you come and tell us this time. You promised lucia so many jobs and hotels, even turnells under the Bad Lyn. Where are they?

Please try to reduce our level of poverty that you have caused to rise so radically so we can at least consider you for the next election. We the youths are crying for help while you are busy spending hundreds thousands and millions on luxurious offices and none priorities when St judes is still a hip of human ashes of a year ago 999 (09092009).

What say you lucians?

Having had QUITE a bit of experience with so called specific revenue streams accessed by special lockbox mechanisms i would love SLASPA and the government to explain this to the st lucian public.
Additionally ...how can the Hewanorra get a loan to redevelop itself without some guarantee given to the creditor.
Thirdly the projected loan payments, are made by airport users......that in itself is cause to pause. In other words the SLASPA assumes that airport users will remain at an average to sustain debt repayment.
YOU GUYS MUST HAVE A DAMNED GOOD GODFATHER TO GIVE YOU SUCH A SIZABLE LOAN BASED SOLELY ON THE GOOD GRACES OF TRAVELLERS WHO USE YOUR AIRPORT AND WITHOUT DEMANDING EXTRA TANGIBLE GUARANTEES.
One form of guarantee comes to mind: How about if your friendly creditor godfather/godmother demands and receives from you a note entitling it /him/her to fifty one seventyfive or more percent of the hewanorra property if things turn sour?
let me reiterate:Pray tell who ios the source of the SPECIFIC REVENUE STREAM ? I DARE SAY THAT IT'S NOT YOUR FRIENDLY CREDITOR.
In short dear St. Lucians this Hewanorra redevelopment project has the stinky smell of PRIVATISATION.
iF IT IS NOT THEN SLASPA THE GOVERNMENT AND WHOEVER ELSE WILL COME CLEAN AND EXPLAIN THESE AMBIGUOUS STATEMENTS.
P.S...BY THE WAY WHOSE CASH RESERVE IS IT THAT THE AIRPORT BUILDERS AND THEIR BANK HAVE ACCESS TO?

All well and good to revamp Hewanorra Airport, despite what the nay sayers and propagandists offer ... I only hope that the new Airport comes with 100% COMPETENT CUSTOMER SERVICE - from ALL departments [airline staff, customs, immigration, security, etc etc].

$35 departure charge is very high compared to other countries. 2.5 million in transaction fees is to high and 120 million is not enough money to build everything that is supposed to be in the new airport. Also how is it that one of the largest projects in the history of St. Lucia has the involvement of Asphalt & Mining which has absolutely no exprience in anything. This project needs to happen but all three propsals should have been revealed to the people and everyone would see that this isn't the best deal that was offered but that this was the closest group to Stephenson King and friends.

I agree, half the idiots the comment on here probably haven't seen St. Lucia in ages and to see the mess hewnorra is on a busy day.

Wow! Why are there so many naysayers in St Lucia?: mostly consisting of persons who have NO idea how business really works. Instead of always blaming your politicians, support them, at least until you can vote in another group - hopefully, the lesser of two evils.
The HIA redevelopment is an excellent project, long overdue and of dire need for St Lucia's survival. Yes, the deal seems costly, but that's how things work in the financial world, i.e., poor people and countries have to take any deal they can get - that's the bottom line. Furthermore, ALL deals are a matter of cronyism, in short, it's who you know not what you know that gets you the job, e.g., possibly Asphalt & Mining. However, the rest of the group are very well-established international business entities: they will help keep things in check, after all, their good reputations are at stake too.
I, for one, want this whole project to succeed because it will really put St Lucia on the global map - it deserves it, it's a very special island.

It is said according to your article that "debt security will mainly be in the form of rights to a specific revenue stream ,through a lockbox mechanism as well as the cas h reserve."

Does that language not remind us of the infamous PUT OPTION and ROCHAMEL?

Stephenson King, you need to enlighten the average St. Lucia like myself of the following. Because I am not as bright and as well educated as yourself:-

Other than the revenue described as mainly, in terms of the debt security, what other revenue components of SLASPA are tied to that debt financing?

Are there any futures options involved? For example PUT OPTIONS?

In other words, is there any provision in that SLASPA Agreement that makes provision for last resort liability to be attached to the Government of Saint Lucia, in the event of any unforseen inability by SLASPA to meet its debt obligations?

Kindly explain in simple layman's terms so that ordinary Joe-Blows like myself can understand what is truly meant by the statement"debt security will be in the form of rights to a specific stream of revenue through a lockbox mechanism as well as cash reserve".

Kindly describe that concept of the 'lock-box mechanism as well as the cash reserve"

Can you table that Agreement in Parliament so that our public can get a good read? and not be another Rochamel?

Can we have the etimates for scenarios in respect of visitor arrivals over the so-called twenty-five years horizon. What were those figures based on?

US$35.00 is approximately EC$105.00
Does that apply to St. Lucian passengers. Adults, children, babies? Is that an additional fee on top of what is currently applied?

Is that charge across the board, whether travelling by CARICOM nationals, or Non-CARICOM?

Kindly enlighten us, I am smelling another Rochamel nearby?

Stephenson King: We found out that during your recent Commission of Inquiry into Rochamel et al, not one of the professionals in the Ministry of Finance had any idea or understood any of the issues discussed by the RBTT officials at the meetings attended.Suffice it to say, we are told, neither Kenny Anthony, his Attorney General or Ministry of Finance officials understood anything the RBTT was promoting. We are told that in effect, the Government's officials were laughed at as a sick joke.

We get the distinct feeling that you are being duped, somewhat, wittingly or unwittingly, conviently or inconviently, but not too long fron mow, I can assure you, that you will have to answer many questions before the St. lucian public. I therefore implore you to ensure that you are well versed with the elements contained in that SLASPA Agreement, so that when you will be called to account, you would not have to say, the Agreement is not worth the papaer it is written on. Tanto Tanto.

Blogger above, you make good sense. I often wondered why the former Director of Finance, Bernard La Corbiniere who was to appear before the Commission of inquiry, suddenly never did. I understand that much behind the scenes operations for soocoo, soocoo, was taking place.Too many would have been exposed for exactly what they are. A farce. I don't recall if any bank official appeared before the Commission of Inquiry. Not much was fortcoming from Isaac Anthony, notwithstanding the attorney's hostility, the one from Dominica, I forgot his name, right now.St. Lucia is about to be cleaned up by a good quality vaccum cleaner.Look Out.

"all u idiots will pay any increase the US will put on visas in order to attain a visa to travel to the US. and for u lucian idiots who have been residing in the US do u complain when all different taxes come to your mail?"

Of course, people complain alot about increased taxes in the US. Dont you see the current issues associated with extending the Bush tax cuts.

A $35US airport development charge is pretty expensive especially when combined with another $25US departure taxes. How many other airports have a $60US charge?

An example of an airport development fee in Blackpool
http://www.blackpoolinternational.com/adf-info.php

And then RyanAir's response
http://www.ryanair.com/en/news/ryanair-slams-development-fee-at-blackpool-airport

"This is a black day for Blackpool International Airport. The management’s decision, against Ryanair’s advice, to introduce an Airport Development Fee is an extremely regressive step which inevitably involves a massive increase in the cost of travel for passengers through the airport. With so much choice for passengers in the locality, this increased cost is unsustainable and Ryanair is regrettably announcing the withdrawal of all its services to both Dublin and Barcelona (Girona) from the airport with effect from the 4th January 2009.

The route to successful airlines and successful airports is not through increasing charges for passengers but rather the reverse, reducing fares and reducing costs at airports which in turn drive passenger traffic and boost economic activity. With this step the management at Blackpool Airport have severely dented the economic prospects for the region which this airport serves and we call on them to reverse this decision immediately while there is still time to save the airport."

How much will this additional fee affect St. Lucia's competitiveness. We have already seen a drop in UK tourist as a result of their new tax. Isnt it likely that there would also be a drop off in other passengers when this fee is introduced.

An English man had once said, "Politics is the last refuge of scoundrels". In today's world, if a person is mean, unscrupulous, and criminal minded, devious, then becoming a politician is regarded as a right career option for him.

There must be a reason why so many lawyers become politicians. "meme bette meme pwelle"
