Micah ... while your article was a good one, it was a little painful to read. Not because of the sentimental content, but your GRAMMAR.
You are in dire need of a serious "brush up" on your English grammar. Please. Mixed tenses covered the entire story. I could not read it without wincing. Your computer should have "spelling and grammar" tools for efficiency, and to help you out. Please make use of it.
As for your paragraph about "... Starting with those who were supposed to sound the alarm early enough to give us the required information about Tomas ... " it has been duly noted, and recorded, by local and US meteorologists, that this hurricane transformed at an alarming rate, even continuing to evolve while lashing St Lucia and St Vincent. Where were you when this was stated? That was MOTHER NATURE in her best costume.
Apart from the atrocious grammar, which should NOT come from you, the article is heartfelt and timely. Well done.
