Digicel Responds to LIME’s 4G Announcement

So why has neither Digicel or LIME provided 4G, or even 3G for a population of 170,000 in St Lucia like they have in British Virgin Islands, population only 28,000?
Is it because both companies make more money now on their current seperate services than if they provided 4G cellular and internet combined??? And would 4G cellular allow for Skype usage, greatly reducing cellular long distance revenue? And...?
