The short answer is this. CRIMINALS ARE MAKING MORE CRIMINALS. We even have them paraded as role models on TV. Also, the country-bookie people in Choiseul even elected one known criminal to represent them.

The people of Choiseul seems to be saying that they want protection and MPs who are known criminals.

Therefore there is no recidivism. There is only a recycling of criminals in all our institutions. We have accepted them as good citizens worthy of our honour and admiration. How much lower can we get as a people? I don't know.
