Is it Family Court or Hassle Court?

a head of a department is responsible of the performance of his/her department and be in control of the staff. And if there is something lacking he must make decisions to get positiv results. But what to expect when staff only are intersted in the "LOOK" of themeself but little professionalismus is shown at work.
...its all over in government offices,unfortunatly.
Privatize most of government offices and we see results and it save money!
