Let us guess where that might have come from under the present circumstances. Your guess may just be similar to mine, however you go first.
An individual or group must be threatened by the continuity of activities in does buildings. Just saying. Good place to start an investigation. The call can be traced back to the caller if quick investigations are made.

When and where did Saint Lucians learn to use bomb throwing tactic as a threat to national stability?

We take these threats too lightly - any delusional nut with internet access can be dangerous. Everyone's relying on the local goodwill and ignorance in order to trivialize these prank calls. (Assuming that a call was actually made - given the current CSA-GOSL stalemate, we can't know for sure.)
By the way, how does one trace a prank caller who uses phone booths, when there are hardly any CCTV cameras around?
The public must take these threats as a joke, of course too lightly! Do you know at the same time the clowns called Cabinet of Ministers were at a meeting in the building and those mackak politicians did not evacuate. And the police did not kick them out of the building to ensure their own safety? Why should the general public not take these threats as jokes and the police as jokers for not ensuring that EVERYONE evacuates the building?

Bomb scare tactics was taught by the LABOUR PARTY in 1979 by George Odlum and his followers. Wasn't KENNY ANTHONY one of his followers on the Boulevarde when they were throwing shit and all other scare tactics?

Now Grenberg is reported to be suing the Government of the people of St. Lucia ONE HUNDRED MILLION [UNITED STATES] DOLLARS.
We the people are the ones who are going to suffer; whilst KENNY ANTHONY and his wife have the option to fly away to the land of the humming bird [Trinidad and Tobago].
For sure; it ain't going down like that. Not how he got waay from refunding the Treasury the ROCHAMEL money of FORTY-EIGHT MILLION DOLLARS.
These things just getting people really mad. Somebody's gotta pay back that money and pay-back fast.
THIS IS LIKE A MURDER TO OUR COUNTRY. THERE MUST BE A FULL INVESTIGATION/COMMISSION OF INQUIRY ESTABLISHED BY THE GOVERNOR GENERAL FREE FROM POLITICAL INFLUENCE.
Correction. Jack Grenberg is suing the St. Lucia Government for FIVE HUNDRED MILLION UNITED STATES DOLLARS. AND NOT one hundred million.
