This definitely seems like a hidden threat, however if this is in the constitution, govt has a point. A complete read of the constitution is best in order to decide.

The editorial is supposed to provide the information that is assessed and balanced. The position must NOT be one-sided. If one-sided the newspaper must accept responsibility. Of late neither the Voice nor Micah has shown impartiality and must therefore be prepared to accept the criticism that comes with being one-sided. A better challenge is for both of them to show some impartiality....

Of course there should be no pay. All the civil servants know this. Even the CSA website confirms this. Here's what the CSA says about strikes... "Both sides have a lot to lose. Employers lose income because of interruptions to production or services. Employees lose their salaries and may find that their jobs are at risk". Case closed.
