Very strange and illogical reasoning on your part.Do you honestly believe that persons who spend their money in a manner you do not approve of,should not be complaining about the high vat rate?
Your head needs to be examined.
VAT you find in almost every state,it was just a shocking mesure for all. With starting on a lower rate and no special low rates for the tourist industry it could be introduced in a better way. Now everyone must to find his own way to cut cost somewhere.
"Cut the cost of living. Die."
