It is a good article, but my experience is that people may not understand the analogies. I believe we should be confronting behaviour that is low level when children are young, e.g. picking u their litter, that can teach them so much and hopefully learn to respect others as well as the enviroment. Sadly many people here support the principle 'dog eat dog', don't have any care or respect for your neighbour, contrary of course to the teachings in the bible, its entrenched beyond belief, can this be changed this century!!

Jeff mad we, garcon. After teachers are overworked, are underpaid and unappreciated, he want to give them more work for their thankless job with no pay raise? Why not continue with the 'disguised unemployment' using the 'great budget achievement' by creating jobs like STEP and school-crossing guards? Jeff you unfair we, Bondiay!

Dear Anon #1, thanks for your blog, for it is like I pointed out. If I were to give all examples, the article would be too long to print. There are many ways to handle this.
Anon #2. Thanks you also. I believe you have a great idea with the crossing guards. You see, that is why "two heads are better than one" when making decisions. But, that certainly does not make me MAD. A mad man could not write the articles I do,or the over 400 songs I have written and sang, so stop that hatred brother/sister. If there is one thing I grew up doing is never learning to hate anyone. Who needs an enemy, when it is so easy to make friends.

We need to apply this principle in all workplaces in St. Lucia. This was like a light came on.... I've been trying to figure out why so many business places have problems functioning properly (especially staff) and that is the answer workplaces are a true picture of what is done and tolerated by top management. Good article.

We need to have people trained as managers in St Lucia. Most of what we have are amateurs.

Is this another metaphor; something that is flawed or different will inevitably be destroyed? Neither you nor I would strip a car with broken windows even though the flaw was noticed; this is clearly an act conceived by a criminal mind. Wouldn't he/she also steal your car from your own garage?
Don't most people aim to do the right thing?? What is the moral justification for relentlessly treating minor infractions with the same intensity as major crimes? Is there no communication and understanding, just a compassionless numbers game (75%?) carried out by any means necessary? Do the ends justify the means in spite of the discontent created? If the impersonal methods of NY city are wholeheartedly applicable here, finally admit that community spirit and unique culture have gone down to the stray dogs?

St. Lucian culture has changed. We have new norms like the taking of ganga is or should be legalized by the smokers. The crime associated with this are numerous at different levels. How do the police rein in the rein of terror unleashed by the brain-damaged? The broken windows method. It worked under Mayor Gulliani. It can work here too. The methods employed by the police have already sent some into hiding. The deviants, miscreants and career criminals now have to find a new line of work. Yes, work.

I do agree for the most part with this article. St Lucia has developed a culture which tolerates crime and deviance. We need to change this around by implementing new procedures, and not just implementing them enforcing them, all in an effort to change the present culture.If we begin now, then the new generation coming up, will learn and uphold this new culture.Why? Because it will be what they know.When we go to Canada, we follow their rules right. We wouldn't litter there, because we know if we do, the possibility of being caught and fined is very high. But Yet still we do it home, why? Because no one will penalize you for doing so. If we don't begin changing this culture of misbehaviour tolerance from now, then there's no telling how bleak the future of our sweet St Lucia will be.

Good article Jeff. Don't let the fools who know nothing about the hugh success of a Zero tolorance police initiatives bother you. New York was once the most dangerous city on earth and they cleaned it up. The crime rate feel and other cities like LA and much later Toronto followed. By using the NY model.

People who don't litter in foreign countries wouldn't litter at home. Unless you mean something other than "litter". I have noticed a trend of "read between the lines" articles in the media since January that coyly insult people so that libel/slander is difficult to prove. Also the loss of positive community spirit indicates that one should mind their own business about what their neighbour does and concentrate on your own work and your own avoidance of "littering" for fear of the "Zordi police". In other words, clean your own windows and stop spending your time peering into your neighbour's.
