I honestly do not think the US is a good example when talking about unemployment benefits. Countries like Norway and Sweden are much better examples.St Lucians need to get away from the notion that "everything is better in the USA."

No. St. Lucian politicians would not like to have to deal with the funding headache. They are happier talking about the unemployment rate and giving out money to stupid voters to vote for them on election day. That's cheaper and easier.

The American system is not the most ideal system. It is under attack too. It would come under attack here too by our local version of the US Tea Party, led by Juke Bois, Guy, Rick, Tim, King, and Dodgey.

Anyway, you are wasting your time here too. The majority of St. Lucians do not have time for issues like this one. They are happier with getting some rum and chicken legs to help them make up their minds to vote in their favourite and most intelligent politicians back into office. Ask Bruce Tucker and Juke Bois.

Since the Norway and Sweden examples are better can you explain it to us who dont know. The writer used the US system because he is acquainted with it. All he was or is asking for is some unemployment benefits for those who needs it.

I would think that in order for the NIC to start paying out unemployment compensation, it, without a doubt, would have to implement a new payroll/income tax: from the employer,from the employee, or from both.

In order words, somebody would have to pay for the unemployment benefits. Is anyone willing?

It is not my job to explain to readers the unemployment packages offered in Sweden and Noway; it should be that of the journalist.Besides, should I attempt to do so, it would take as much space as the article submitted by the journalist.

I am also not personally attacking the journalist.I normally read his articles because to me Mr Girard produces some of the best work in this newspaper. He is just somehow under-rated.However,I do not think it fair for journalists to only write about what they are familiar with. Isn't it also their job to do extensive(or at least basic) research before writing?

Problem with St Lucia is that mediocrity permeates every aspect of this society. I am simply saying that we should "shoot for the stars"! Should an unemployment program be introduced in St Lucia, why not base it on that of a country which offers a better and more comprehensive model than that offered in the US?

The writer is as familiar with the system in the US as he is with Wikipedia. It's high time the writer stops this wilful plagiarism. All the writer needs to do is to read the last Acturial report of the NIC and he will see that it is impossible for the NIC to pay unemployment insurance. Already the NIC trying to deal ensure it has enough money available to pay for pensions in another 15 years or so.

The writer must be commended for raising such a very important issue. It is the kind of journalism that is largely absent in St. Lucian media.

Sad, but the depth of ignorance, reflective of the range of advisors available to the current UWP administration, Juke Bois, Rick, Tim, the drug baron, and its US jail bird, is shockingly disturbing.

People, there is a HUGE difference between a fund created for taking care of people who are temporarily UNemployed and one created to pay out benefits to people when they retire. I take it that readers see that two separate funds have to be created for the separate disbursements.

I take it too, that such knowledge does not come from drinking rum with morons in a rum shop, from sitting in a US jail cell, or from pumping iron. You have to have higher education which our moronic prime minister blocked with the Rise initiative and went on to ridicule in public.

The CAPACITY, the CAPACITY to make payment from these two separate funds indicated above, even though controlled by the same entity, would be different.

The pension fund would most likely be invested in government paper or bonds, or other safe investments but with a low rate of return. Ability to pay from this fund would depend on the draw downs to be made depending on the number of claimants. This would be based for the most part, on the retirement age. That is where the actuarial reports come in.

With these reports you get an idea of the various bands of age groups in the population pyramid, and the longevity issues sorted out. In short, how many people in what year will be making legitimate and legal claims on the system.

You have to manipulate the retirement age in order that the fund remains solvent, especially if the number of younger contributors to the pension or retirement fund is smaller that the aging population or age cohorts responsible for making the draw-downs.

Unemployment benefits is a whole different ball game. First you would have to recognize certain types of disabilities and qualified or legitimate beneficiaries.

But disbursements under such a scheme more than ever depends on THE ABILITY OF THE GOVERNMENT TO PROVIDE SUSTAINABLE, YES SUSTAINABLE, meaning long-term employment for ALL those of working age in the workforce.

This takes such clearly politically-motivated and temporary employment schemes such as STEP and copycat programmes OUT from consideration.

If the government that the people elected to office has THE SKILLS, THE KNOWLEDGE and ABILITIES, then demands coming from the jobless who were previously employed will be very low. Funding provision for the TEMPORARILY UNEMPLOYED will be low and will not be a financial burden.

The state of health of the population also has to be taken into consideration.

I do not believe that the bunch of semi-illiterate, misfits and morons, elected by so many other morons on the island being educated and fed a load of unadulterated rubbish by Juke Bois et al. has the potential even to think clearly about unemployment, far less benefits.

Their solution clearly is to beg internationally and distribute dollars for votes, or rum and chicken legs to potential voters.

That is for the record the UWP' HIGHEST capability level when it comes to tackling our unemployment issues.

For this group of morons, misfits and mercenaries in government today, anything past that is beyond them. You asking much too much.

So therefore, the short answer to your question is no.

If the education system has produced, or is still very much producing too many idiots for the country to make progress, BY THE LAW OF AVERAGES, they will eventually find themselves in the parliament of the country.

Just like the people of Choiseul and Castries said when they voted for just two of our beloved political albatrosses, THESE ARE THE PEOPLE AND THE KINDS OF PEOPLE WHO BEST REPRESENT WHO WE ARE.

THEY ARE LIKE US, AND WE ARE LIKE THEM.

Right now, St. Lucia finds itself between a rock and an extremely hard place.

Two thumbs up for this topic. The number of worthy journalists in St. Lucia have increased by one. But the total does not go past three. Just three. That is all.

We need to examine the role of the NIC as a strategic development organization. Another emerging one is the air and seaports authority.

But we need enlightened leaders and not jokers to push those organizations to areas where they will have greater developmental impact.

Sadly, with advisors like Juke Bois, Rick, Tim to the government of St. Lucia, and so-called ministers like the PM, the drug lord, the jail bird, the cheetah only teeth no brains, the fat-faced Liar under oath, the unethical doctor, and the dodgie AG, we can only continue to go downhill from here.

God willing, this too shall pass.
