You introduced the subject matter as disturbing the serenity of the public space, but proceeded to describe an enclosed private facility. I know that an appropriate attire, such as wearing shirts, shoes, and cellphones-off is required to enter a food facility/restaurant, airplanes, and courtrooms in the USA. Violators will be denied service by the establishment, and in the case of airlines and courtrooms they are subjected to arrest, expulsion, and seizure of the offending device. Your disgust should really be directed at the persons responsible for the ambiance where you socialize, and you do have the option of not patronizing an establishment if the owners tolerate the disruption as the one described in your article where you became part of the problem by omission.

PS. I don't socialize in a Rum-shop.
