Why ignore Cuba’s welcome mat?

Nothing that has been said up there gives any comfort that Cuba can be a significant player as a market for the CARICOM region -- except that trade is conducted by way of barter exchanges on a government-2-government, or Cuba-2-CARICOM company basis.
