There must be a comprehensive audit of the entire system. That would include the process(es), the personnel, the equipment/technology, as well as the space among other things.

What happens after a request is made and paid for? Are all concerned in the process of issuing that document informed in a timely manner, and what are their roles in the process of producing said document?
From there you are able to determine where that process can be streamlined. Where are the bottlenecks and are there any redundancies in the process to be eliminated?

The personnel: Is the office properly staffed with the right amount of skilled, trained, informed, motivated, and customer service oriented people?
Are the sensitivities of the staff sufficiently aroused and do they understand and appreciate the importance of the service that they are providing?
Are the staff members willing to go above and beyond the call of duty to deliver quality service? Do they pride themselves in a job well done?
Does the leadership of the department inspire confidence, do they lead by example, are thy able to fix fissures and divisions among the staff and have them operate as a cohesive unit, committed to the mission of the department?
Are there square pegs in round holes?

The equipment/technology: Is the office properly equipped with the right technology (scanners, printers, computers etc.)for the service being provided and in the right quantities?
Is the staff properly trained to use the equipment to uptimum efficency?
Has a cost benefit analysis been performed on processes that could be automated.
Is the equipment being put to uptimum usage. Is downtime due to equipment failure being addressed by a program of preventative maintainence on the equipment?
What have been done about process flows to enhance efficiency? I can go on but for space and time limits.

Space: Space restrictions adversly impact process flows and delivery of service. Is the space being utilized to it's uptimum? Are equipment properly positioned in a manner that would increase process flows?
Does the space provide for unimpeded flow of personnel and customers?

The custom, attitude and culture that impacts the delivery of customer/public service by public servnts must revamped and overhauled. The tax payers, who pay the salaries of public servants are not getting value for money in the manner they are being treated at some of these offices. St. Lucians need to exorcise the laissez-faire attitude from their psyche in their approach to customer service.

Come on Anonymous #1, Thommo is making valid and logical points. If only the powers that be would adhere to his suggestions; perhaps what's passing for "customer service" at government departments would great improve.

In response to the last Anonymous post while I usually respond to such inane drivle with dirisive silence, I could not allow a ridiculous charge like that to go unanswered.

Let it be told that I bleed blue, white, black and gold. I suckled the breast of Lucia (the Pitons) till I was sated with partiotic juice.

When I pray these words always feature: " May the good Lord bless our island,
Guard her sons from woe and harm!
May our people live united,
Strong in soul and strong in arm!
Justice, Truth and Charity,
Our ideal for ever be!"

When I admonish the powers that be it's out of a strong love of country. When I see where we can do better as a people I share my perspective and opinion on the matter. Not from a point of view of having all the answers but out of patriotic duty.

Others are welcome to challenge my assertions, and counter my opinions as I am always subject to correction and open to learning.

And lastly, I subscribe to the famous saying by Voltaire:"I may not agree with you but I will defend to my death your right to say it."
