Good article. As usual we in St. Lucia do things half assed. And as a result, we waste valuable resources in the form of time, money and personnel. It's not that we don't know things are not being done properly, all we have to do is look around. The problem is that we just don't care. It's always somebody else's job, the government, the minister etc, yet we all feel the pain.
