Is there anything stopping a qualified volunteer from reserving one of these learning centers for a few hours a week and offering workshops in web design or programming?

The ministers take pride in the photo-ops standing next to Mr. Chou with a big grin on their faces. They are reaping great political milage at the expense of the nation's future.

You are very much on point writer. The people of St. Lucia need jobs or employable skills.
St. Lucia must be doing all it can to engage it's citizens in labour intensive industries geared towards the export market.

Micah's article goes to the heart of the problem that is created when party/political interests hold sway over national development interests. This disposition explains why our diplomatic relations are being interpreted through party/political lenses and why the generosity of the Taiwanese is being fritted away. This is why, to this day, all the Japanese have done is build fisheries complexes. Saint Lucians should not accept the use of State resources to directly advance political objectives. The indirect connection is inevitable and acceptable; but the direct poses a real problem. During the SLP reign, taxpayers money to support the presence of constituency offices (COs) with facades painted in red. To me this is even more objectionable than the presence of Taiwanese computers in Mayer's constituency office because the money for the COs came from the Consolidated Fund and because thousands of UWP taxpayers-supporters were intimidated from using the offices. The Government and the Taiwanese should consider re-setting their relationship to remove the stain of partisanship. As part of this new approach, Chou should be replaced and a new agreement should be negotiated that better reflects national development imperatives such as capacity building in IT, agro-technology, science and technology and other critical areas. In the interest of transparency this new agreement should be published.
