Great job Mrs Cauldron to bring this issue to the fore. This is a very unacceptable situation first it was an Indian wave then a Syrian wave, now comes the Chinese if we do not curb this situation before you know it the entire economy will be foreign owned and they will be repatriating their profits rather than reinvesting to create employment opportunity for our young people.

My hat goes off to Mrs. Cauldron for her observing the Chinese Modus Oprendi to run front businesses as intelligence gathering platforms in St. Lucia and thru-out the region.

Chinese Ministry of Commerce (Mofcom) plays a critical role and boasts some of the world’s top economic intelligence gathering units. While it is predominant with regards to the government’s formal interface with foreign commercial interest groups, it also has sub intelligence units dealing with economic information gathering. According to the French publication, Intelligence Online, MOFCOM works closely with the Ministry of State Security (MSS), with key agents from the latter assigned to ministry positions as special staff.

MOFCOM’s intelligence experts also work hand in glove with the counter-intelligence unit of the MSS (Guoanbu) ministry, and in particular with its Department 17 run by TianGengren, as well as with the "Enterprises" office founded in 2000 by Chen Quansheiig

Their mission is to accompany China’s massive economic change on the world economic stage by such actions as gaining headway within the World Trade Organization (WTO), negotiating intellectual property agreements, hammering out trade strategy, acquiring new technologies and forming joint ventures with key overseas actors.

Importantly, unlike other countries, the dividing line between state and private enterprise is deliberately blurred, with individuals wearing many hats. A Chinese business leader may head a Chinese company with state share-holding. He may also report to MOFCOM and be a member of the MSS or some other high ranking Chinese Communist Party (CCP) official working in one of the multitude of research organizations or think-tanks.

To make things more complicated, the MSS also has “allocated” places in this unit, as suitable cover for travelling abroad on economic missions, attending international conferences and complicated trade negotiations. Chinese “business delegations” are invariably filled with MSS/MOFCOM operatives to provide background intelligence and sum up opposition negotiating positions and provide relevant advice to business officials. This was certainly the case when Chinese oil executives were looking into investing in SaoTome’s offshore oil sector back in 2003/2004 in conjunction with Nigerian oil interests.
St. Lucia and the OECS countries better wake up and pay serious attention to the influx of Chinese nationals operating businesses in the region.

It is sad to see the Saint Lucia Manufacturers Association colluding with the Untied Wasters Party in this racist campaign against the Chinese. Bruce Tucker is obviously desperate to ensure that his personal arrangements with Taiwan are maintained to his, not Saint Lucia's advantage.

Saint Lucia should be proud of maintaining its multicultural history not descend into political bigotry.

I wonder why mrs. Calderon picks on the Chinese, what about the Americans who come to the island and take advantage of the tax free concessions, and other Nationals out to make a fortune, exploiting locals by giving poor wages, whilst making themselves filthy rich.
There is a problem when other nationals employed on the island are given salaries far higher than locals this is a practice that should cease forthwith.

You have a set of selfish people in St. Lucia who have the same supposed mentality of the Chinese; "all for me and mine" they have no interest in helping to improve the country. As soon as someone else threatens their space, they suddenly become patriotic and cry fowl.

I disagree with you Ms. Calderon because the local business class has shown itself (except for certain forward thinking entrepreneurs )to be quite backward in business.

How many times have we gone to the supermarket and cannot find something we are looking for?

How many times have we gone to the local hardware store and cannot find the light bulb or weed killer we want?

The local business class cannot even begin to compete with the American economy when it comes to pricing and quality.

The local business class does NOTHING to really contribute to the development of the poorer segments of our economy.

The local business class contributes no ideas to governance and just park their money in Miami or Canadian accounts.

The local business class knows only about shopkeeping and are even lazy at that.

This is not just a St. Lucian problem but one throughout the Caribbean.
Explain to me for example why 70% of the tourist dollar stays in Jamaica but only 30% of the St. Lucian dollar stays here.


St. Lucia could do with 1,000 more Chinese or 1,000 more Syrians or Israelies.

If we had 1,000 Vietnamese in St. Lucia or 1,000 Israelies we would be exporting $100,000,000 in vegetables to the rest of the Caribbean and to America.

WE are the problem and not the Chinese. You know from your own experience that our workers steal us blind and you know that our governments have not a clue how to run countries so stop blaming others.

This is a significant issue and I greatly hope St Lucains make the choice to support their family, friends, neighbours and community stores NOT foreign owned shops. This is the best way to control the rise of Chinese businesses. Unfortunatly, I do not think the Chinese will be a "wave" as another post suggests, from my own experience in my country the Chinese are arriving to STAY.
It is also very true the issue raised, are you as St Lucians welcome to take a visa , and make business in China - I think not. You are therefore openning your country and losing your chances for make a living for nothing in return.
