No Discrimination in Qualifying for $500 One-off Bursary

I applaud the initiative, however, I am skeptical of placing $500 in the hands of some of these "parents". I know that there are quite a few who will be using that money for their own benefit. Rather than handing parents $500 dollars, I would give them vouchers for various amounts which could be used at bookstores, uniform outlets, shoe stores, school supplies stores etc. to purchase the items needed for school.
There are too many rotten apples in our society. I think it is unwise to place money in their hands. I know some of these children will not benefit from the funds
