Sorry Mr. Peters, people of Saint Lucia cannot deal with that level of critical, reflective thinking. "De Party" is our leaders so we must follow them to hell.

Good thinking Mr. Peters but none of your valuable ideas will be adopted because they are riddled with common sense. You also need to be toting a clear party line with regard to any of the problems facing the Country. Soon there will be queries concerning your 'qualifications' for commenting on matters of government, economics, banking etc- after all you are an engineer! But that is EXACTLY what is wrong with our Country. Critical thinking is discouraged except it is in consort with one of the political parties. But do not be discouraged; some of us contribute outside the political comess.

Mr. Peters: Point of correction, sir.

Anguillans were fighting for themselves. Mr. Jules? Supposedly for all the governments of the day in the Member States. Nobody has mentioned anything about the people of the day.

If OECS Government and CARICOM operations are any guide, Mr. Jules will be "entertained" up to the point of not crossing swords with Member State governments whose goals are purely the re-election of that Member State's government.

If the Secretariat is not self-financing, then it exists at the pleasure of the various Member State governments.

Antigua in the past for example,famously refused to pay its dues and its pledged contributions whenever it could not have things to go its way or was offended in any way. A weird bird would not have it any other way.

No offence is intended. However, I fail to see the logic in the appointment of someone with an adult education specialty, running an institution that ought to be essentially and strategically economic.

Has the institution repositioned itself sufficiently to meet the challenges of the 21st century? Is Mr. Jules just another shoe-in?

Frankly our OECS leaders are lost; they have plateaued, and have little to offer, so they look to magicians and weavers to spin straw into gold.
We need people who are capable of thinking? CRITICAL AND EVALUATIVE THINKING with the guts to implement. The OECS leaders look to Dr. Jules to do just that for the region. Give him time to prove himself. He may be the mouse that will roar! You never know!

The reality of the situation is that, headquartered in Saint Lucia, wonderful for "tourism", mind you, the Secretariat is headed by one of Paba's boys. Essentially socialists, they are not developmental in outlook. That is why another one of those in the Development Bank spells non-spectacular performance at best.

One has to wonder how much of the usual inter-governmental horse-trading was involved in Dr. Jules's selection.

However, that said, we should all benefit if more rapid progress can be made with this new Saint Lucian at the head, building on the past. You see success or failure seems to be associated with the work of the Saint Lucians at the top of the organization.

One has to wonder too, whether Saint Lucia has first claim on the post, since the Secretariat is headquartered in Saint Lucia. There are pros and cons.

Wasn't the new financial centre at Pointe Seraphine built for a particular purpose? So why would one even suggest giving it to the OECS?
Let the OECS, with funds from member states, build its own headquarters.

Yes, in keeping with traditions of pomp-circumstance and regalia a splendid piece of architectural marvel would draw attention to the importance of the org.

But, the crucial most essential task that the inspiring Sir Didacus Jules needs to execute is that of nurturing a proactive forum for member states.

His exceptional gift to inspire others to open up their concerns and like a philharmonic conductor, orchestrate those divergent voices into melodious synchronicity- this is the performance we must ask of him -for the present and near future.

That my learned blogging community is his talent and the most urgent developmental need of this fragile body. We need a Dr. Didacus visionary and personality prototype- regardless of his nationality.

Many island nations hit the ground running
-to survive at all costs
- after independence
- without the benefits of training wheels or learning to crawl then walk before sprinting
- by all accounts a developmental sequential abnormality at the very least.

Not only did social, political and economic realities fast forwarded, the survival games and adaptation options of the preceding colonial era; moreover, they were revised, edited, retooled to the (predator) needs of the retro fitted former colonial powers.

The only autonomous playing wild card available for the newly independent island states was to create a powerful symphony with an an orchestrated voice that could sound of like Vivaldi, Strauss and or Brahms.

Alas, how could a Dutch woodwind section of islands and a French brass section harmonize any melody with an English string section?

Firstly, there must be a common scale of articulation of needs that does not rely on linguistic peculiarities. Instead of focusing on the formal linguistic differences that create dissonance it should crate a libretto of common or shared elemental nuances from phonological elements (e.g., the qualitative sounds of dada or mama articulated by any baby in any part of the world has nearly perfect universal correlation.

This is the fundamental task that Dr. Didacus Jules ought to undertake i.e, establish a confident forum that all members are motivated to render their voice, and confidence while developing collegiality.

From this human developmental model (with much patience and targeted real time rehearsals) our geographical archipelago will shape up into a fine pearl necklace as if mined from the azure waters of the Caribbean-naturally.

Dr. Jules is tasked with mobilizing our individualistic (as in island limited) mindsets into a regional out of the box innovative tour de force.

We do not need an expensive building for this fait accompli. Technology (free or cheap) gives us the capability to network in ways a brick glass steel building does not and free of huge expenses.

Accusing Dr. Jules of revolutionary ideals in his repertoire is a good thing. The first task of this org is to LIBERATE the voices of member states. It creates straight talk.
After member states can speak freely to each other a phase of equality arises followed by an intrinsic motivation to create a proactive fraternity. Dr. Jules is the prototype to get the LIBERTE phase rolling.

As a boy scout and cadet my most profound if not exhilarated choral singing was at collegial open campfire gatherings rather than at traditional celebrations in school or at the cathedral-go figure- kumbaya mi lord.

The proposed majestic shrine can come during the established fraternite phase of organizational development- n'est pas?
